This science fiction dystopia envisions a future in which the government has created a surveillance state committed to the total suppression of human emotion and artistic expression. In this way, the film calls attention to the dehumanizing nature of regimes in our world that exercise social control through invasion of privacy and suppression of speech and expression. The film follows a police officer who begins to doubt the morality of his life of surveillance, suppression and execution of fellow citizens for their efforts to express their humanity.

The film stars Christian Bale, Emily Watson, Taye Diggs, Angus Macfadyen, Sean Bean, Matthew Harbour and William Fichtner.
